Serving a statutory rent-increase notice (the government Form 4A) and handling the resident's response, from the Rent Review tracker through to the resident app.
Purpose: Propose a rent increase at renewal in the legally correct way, and track the resident's response.

Generating the notice
From the Renewals (Rent Review) tracker, Olympus fills the government Form 4A PDF from the tenancy's own data: the resident and any sharer names, the building's landlord company details and signature, the current and proposed rent, and the relevant dates. Staff can preview the letter and the PDF before sending and download a copy afterwards.
The blank Form 4A template is held centrally and can be swapped for an updated government version without a software release.
Sending
The notice goes to every tenant on the tenancy. Sending creates a Section 13 notification (so the resident sees it in the app) and records that it was served.
There are two paths: the newer PDF (Form 4A) path and a legacy letter path, gated by a feature flag (section-13-pdf). The templates are editable per operator.
Resident response
The resident sees the Section 13 notice and its status in the app and can respond to it. Their response comes back through the Tenancy API, and staff are notified of it.
Building-specific
Section 13 is enabled per building; at present the Section 13 field shows only for The Kell.
